Harmony or Discord?

On March 26, Ontario Finance Minister Dwight Duncan proposed in the 2009 Ontario Budget to harmonize the Ontario retail sales tax (RST), presently set at 8 per cent, with the 5 per cent federal Goods and Services Tax, creating a Harmonized Sales Tax (HST). The combined HST would be a single 13 per cent tax. The change would be effective as of July 1, 2010.
